Default Two questions about VC

First, I had to delete a VC.. If I'll download again, will I have to pay for it again?

Second Question - in Sonic 2 I chose the 2 players Vs. Mode but for some reason I can't go back to the title screen, doesn't matter what I press (I'm using the Wiimote). What do I got to do to stop the horror?

1. No, every game you purchase is keyed into the system. It will permanently remember what VC games you purchased.

Regarding Sonic 2, have you tried pressing the A button on the Wii remote? If worst comes to worst, home button-reset-yes :P

You couldn't go back in the original, either.

Anyway, if you enter the debug code you'll be able to return while in-game by pausing and then pressing whichever button is mapped to "A" (if any).
