But if it's digitally distributed and would require very little to no translation, shouldn't the releases be (near) simultaneous?

It'll probably need a fair bit of translation for Europe, since the manual needs to be translated into more than one language.

I read on The MegaMan Network's homepage that it IS coming in September for U.S. (and Europe?).

That's not all, either. Apparently, Megaman 1 will hit VC tomorrow, with Megaman 2 following suit in September.

Or you could do what I'm going to do, which is put my NES controller into my NES to GameCube adapter.

That doesn't matter. Nintendo has the final say. There's a lot of days between now and September. It's a rumour until it happens.
