Wasn't the initial point of WiiWare to allow smaller developers with limited budgets an outlet to publish their games? Why then would Nintendo need to support the service with first party titles when they could just make games for retail distribution?

Yeah. A lot of the article is just saying that a new Mario or Zelda would dominate, and destroy the competition, which like you said isn't the point of WW.
