go to your local gamestop or wherever used games are sold, there are more than plenty copies there

Back in 2003? holy crap you must live somewhere really remote or isolated then because it's pretty easy to get a hold of. maybe you're not looking well enough.
I've owned 2 NTSC copies in the last 3 months and saw one copy in Gamestation... and I live in the UK!

Try ebay, gamestop, eb games, put ads in the papers, amazon marketplace etc.
