I'm assuming they're related and I'll try to explain what I know, I don't own PBR and don't know if my answer is on topic...

Some games have a 'system update' wich installs the latest OS version on your Wii if it's not already present.
If you are connected to the Internet you can periodically check the presence of new system updates, and install them; so the updates in the games are aimed to those players who don't have an Internet connection and cannot install the latest OS at the time it is released.
The presence of an update may change in different regions versions of games because they are released at different times:
PBR was released in japan in december and this spring in North America, while in Europe we're still waiting for it.
As you see, if tomorrow Nintendo releases another system updates, at the time the PAL version of PBR comes out, it may contain this update too.

Either way, PBR. Really only functions as an Expansion of Diamond and Pearl. It's only good if you transfer your guys from those DS games, otherwise I would have passed on it, but I do have it. Havent played it much though, honestly, due to my laziness in EV training my Blissey (Still no where near done)
