Rocky's a licenced title, so hugely unlikely (Unless some sort of promotion. I dunno, Rocky 7 anyone?)

Rastan was one of my favorites on the SMS also. Since it's a Taito game, there is a pretty good chance it'll eventually come out on the VC. Though at the rate SMS releases are coming out, I wouldn't hold my breath.

FYI, the arcade version is available on Taito Legends for the PS2.
