Because Microsoft don't have a competing handheld console... yet. The moment they do, we won't see Rare titles on GBA/DS anymore.
Of course, while I'm not about to buy one of their consoles, I would happily give MS my money to play something like
Goldeneye or
Conker's on Wii, so they're missing out.
