I'm leaning towards two of: Chrono Trigger, Pokemon Snap, Kirby's Super Star and Cave Story.
Pokemon Snap might have Mr Mime which is the closest you'll get there.
Kirby Super star has jester like characters I think, not sure if there's anything remotely close in Cave story.
