I guess it depends on how you define "better", but I haven't come across that many remakes that truly improve on the game its based on. A lot just improve the graphics and/or make it easier, and some add a bunch of extranious content that doesn't really do much other than giving you more to do, rather than actually improving the core gameplay. I still like remakes, but there are only a handful of that I liked more than the original.
I could go on with this, but it's not topic, so I'll stop. The point here is that Contra ReBirth is not a remake by any means. It's a completely original game. Personally, I enjoyed the original game more, since the levels were easier to memorize and the bosses weren't as difficult. In fact, I liked everything in Contra 1 more than Contra ReBirth. Sure, it's more punishing, since it's incredibly difficult to clear a level with the peashooter, but if you can keep your power-ups and avoid getting hit, one life will go a long way. It just makes it a more satisfying game in my opinion.
