It's a fuzzy image because it's a cheaply made 3rd party (officially licenced or something though) handheld megadrive emulator.
And at least it's running at full speed if it's NTSC.
I know NTSC is a lower resolution than PAL but not significantly enough that it would even be noticeable on a fair size screen nevermind on a small handheld games device.
