Of course you can. Being E rated doesn't mean it's supposed to appeal to 5 year old kids. It just means that it wouldn't potentially freak them out with vlood, gore, drug use, foul language or whatever.
If I'd turn your question around, then that would mean that every complex game would have to include any of that.
