It's Mega Man 1-3 with updated graphics and a save system instead of passwords. It only has the "difficult" difficulty of MM2. It removes some glitches, like the pause glitch in MM1. Honestly, I really dislike the remakes of the first three Mega Man games that are present in the Wily Wars. All three games are awash in slowdown, which gets bad to the point of being unplayable in some instances, such as the fight with the Yellow Devil in the first game. Also, the damage balance in Mega Man 1 is completely messed up (attacks inflict more or less damage than they should; for example, Cut Man only takes one unit of damage from the Mega Buster instead of three) and the graphics, while technically superior, sometimes actually look worse than the NES originals.

Wily Tower totally makes up for it, though. Aside from featuring three entirely original Robot Masters (Buster Rod G., Mega Water S., and Hyper Storm H.), you have the ability to select any eight Master Weapons from Mega Man, Mega Man 2, and Mega Man 3, as well as two of the navigational items; the Magnet Beam, Items 1-3, and the Rush modules; to bring with you into the stages. There are some really cool concepts; Hyper Storm H. actually has two health gauges you have to deplete and there's an awesome boss fight towards the end that pits you against Buster Rod G. while the arena literally collapses around you. Wily Tower is still riddled by slowdown, but the overall design of the game is so strong that it manages to overcome that flaw. It's too bad that Wily Tower is saddled with those mediocre remakes because I'd love for it to see a rerelease in some form or other.
